  • The MLC Seeking Suggestions for Board of Directors and Advisory Committee Candidates The Mechanical Licensing Collective (The MLC) is accepting suggestions of Publisher candidates for its Board of Directors and Unclaimed Royalties Oversight, Dispute Resolution and Operations Advisory committees. 

    Under the Music Modernization Act of 2018 (MMA), certain governance positions at The MLC are reserved for representatives of Publishers. The terms of several Publisher seats on the Board and the organization’s advisory committees are slated to end later this year.  

    The MLC will submit all recommendations it receives to the Board’s Publisher Nominating Committee for consideration. Elections to determine who will fill the open Board seats will be held this summer. Board and committee members sit for three-year terms and may be re-elected. Seats are filled pursuant to The MLC’s Bylaws. 

    There is an opening on the Board of Directors for one (1) Publisher representative. Under The MLC’s Bylaws, a  

    “Publisher” means a music publisher to which songwriters have assigned exclusive rights of reproduction and distribution of musical works with respect to Covered Activities.  

    “Covered Activities” means the making of digital phonorecord deliveries of musical works, including in the form of permanent downloads, limited downloads, or interactive streams, where such activity qualifies for a compulsory license under Section 115 of the U.S. Copyright Act. 

    The openings on The MLC’s advisory committees are as follows: 

    One (1) Publisher seat on the Unclaimed Royalties Oversight Committee, which recommends policies and procedures to The MLC’s Board related to the distribution of unclaimed accrued royalties; 

    Two (2) Publisher seats on the Dispute Resolution Committee, which recommends policies and procedures to the Board for the processing of royalties related to works that are subject to disputes over ownership; and 

    Two (2) Publisher seats on the Operations Advisory Committee, which makes recommendations to the Board concerning the operations of The MLC, including the efficient investment in and deployment of information technology and data resources. 

    The MLC’s Board of Directors and committees meet regularly, and all meetings allow for virtual participation such that travel is not generally required. Members are expected to devote sufficient time to prepare for and participate fully in all meetings. More information on The MLC’s Board of Directors and advisory committees can be found here. 

    Suggestions should be made no later than May 24, 2023. To suggest a candidate for a Publisher representative seat to The MLC’s Board or committees, please complete the suggestion form available here.

    About The Mechanical Licensing Collective (MLC)  

    The Mechanical Licensing Collective (The MLC) was designated by the U.S. Register of Copyrights in July 2019 pursuant to the Music Modernization Act of 2018. The MLC is responsible for administering the new blanket compulsory license for the use of musical works by digital music services. As of January 2021, mechanical royalties from streaming in the U.S. will be processed and paid out by The MLC at no cost to songwriters or music publishers.

  • LACM Partners with Subvers!ve to offer ScholarshipsIn honor of the 50th Anniversary of Hip Hop this year, the Los Angeles College of Music (LACM) has announced its partnership with the Subvers!ve Music Foundation (SMF) to provide a new round of full and partial scholarships to those with financial need for the upcoming popular Summer at LACM course “Rap & Hip Hop Change the World.” Taught by multi-time Grammy nominee and LACM Songwriting and Music Business faculty member Jameel “Jproof” Roberts, the course is designed to inspire the next generation of Hip Hop and Rap artists and musicians and to give them hands-on experience for a leg up on the competition.

    The “Rap & Hip-Hop Change the World” program provides a unique program focused on artist development, lyrics, writing, beat-making and other skills. The week-long session June 26-30th focuses on creating music with a message and is tailored towards students that want to make a difference with their music. Full and partial scholarships are offered to applicants with financial need. All tracks must contain lyrics with a positive message.

    The Subvers!ve Music Foundation was set up in loving memory of Harrison James Dunnett (9.14.96-12.31.16) better known as “Subvers!ive” – a Bay-area based singer, songwriter, rapper and producer born on the East Coast and raised in Marin County, CA -- to support youth in respectful, non-violent, drug-free music, changing the world one song at a time. https://subversivegang.org/

    The son of Jamaican and Antiguan emigrants, Jameel “Jproof” Roberts is a multi-talented platinum-selling producer, songwriter, composer/arranger, educator and instrumentalist. He co-produced and wrote “Good Kisser” for R&B singing sensation Usher, which climbed to #1 on the US R&B/Hip Hop charts and garnered his first nomination for Best R&B song at the 2015 Grammy Awards. Jameel’s songwriting and arranging were also featured on the 2020 Grammy nominated Album of The Year, Thank U, Next by Ariana Grande. Most recently Jameel worked with Lizzo on her holiday hit “Someday at Christmas,” and he is currently working on an EP for Arista recording artist Emmy Meli and on music for H.E.R.     The “Summer at LACM” program offers multiple experiences spanning over three weeks for teens aged 12 and up, college students and students of all ages interested in music as a career. Located in the heart of the entertainment and music capitol of the world, programs are taught by faculty currently touring, producing, writing and working with music's top talent. In addition to “Rap & Hip Hop Change the World,” programs include the Summer Xperience, which offers programs in Music Performance, Songwriting (taught by Kasia Livingston -- Pussycat Dolls, Britney, Flo Rida) Music Production, Composing for Visual Media, Music Entrepreneurship, Independent Artist Study, the brand-new Pro Artist track for more seasoned musicians and “Bandwidth Jazz and the Journey” taught by LACM Faculty Brian Lipps (Michael Bublé, John Mayer, Joe LaBarbera Jazz Quintet).
